This message is displayed if the network-connected device's "Enable sending commands" property is inactive (Reliance Design | Project Structure Manager | computer | Network connection groups | network connection group | network connection | Devices | device ) or if the connected device's "Connection" property is set to "MEM file" (Reliance Design | Project Structure Manager | computer | Devices | device | Connection).
