The runtime software does not create a data table defined via the Data Table Manager

In the Data Table Manager, check if the "Data acquisition method" property is set to "Sample real-time data" (Reliance Design > Data Table Manager > Data Tables > data table > Basic > Data acquisition method). If the "Sampling" property is set to "Tag-controlled" or "Script-controlled", make sure the new sample is logged to the data table. You should also check in the Project Structure Manager whether the data table is connected to the computer on which the runtime software is running.
